how to Set the Reverse DNS?

I have been able to follow the tutorial until Set The Reverse DNS.

Linode support told me this, and it is confusing how to do it.
** if you wanted to set the reverse-DNS of the IP address "12.34.56.78" to "mail.example.com", you would need to have a DNS "A" record for "mail.example.com" to "12.34.56.78".
My question is, do the domain names need to be pointed to the linode name servers and propegate before this works? If not, how do I get the A record to match? Through the Linode DNS Manager -> Domain Zone?
