Regarding Webmin , DNS and installation

MemberHi folks.I am sure at least two (prolly much more) guys here posess enough knowledge to help me out with the info. I was wondering , if my hoster don't have any control panel for DNS control can I just log in to my account using putty and install webmin panel to perform all the required operations? Or do I have to have proper DNS records before I can install anything?
Also are there any other light control panels that wouldn't eat too much resources and run on NGINX and ubuntu 10.04?Thank you.

hi Mitty .. I'd strongly recommend you to use a host with a DNS manager .. it will make like easier for you and is commonplace to find.
Take a look at this too, maybe there's a bundled DNS module with one of the CP's mentioned:-
